What is TOEFL?
 
Description
The Test of English as a Foreign Language (TOEFL) measures the ability of nonnative speakers of English to use and understand North American English as it is spoken, written and heard in college and university settings. Most people who take TOEFL are planning to study at colleges and universities where instruction is in English. In addition, many government agencies, scholarship programs, and licensing/certification agencies use TOEFL scores to evaluate English proficiency.

Currently more than 4,400 two- and four-year colleges and universities, professional schools, and sponsoring institutions accept TOEFL scores.

The TOEFL test measures English language proficiency in reading, listening and writing and is offered on computer in most regions of the world. In areas where access to computer-based testing is limited, a paper-and-pencil version of the test is administered.

Overview
Description
The computer-based TOEFL test is offered at institutional sites such as colleges and universities, and at testing centers operated by Prometric, a division of Thomson Learning.

The computer-based TOEFL test has four sections:

Listening measures the ability to understand spoken English.
Structure measures the ability to recognize standard written English.
Reading measures the ability to understand short passages that are similar in topic and style to academic texts.
Writing measures the ability to write in English on an assigned topic.

Payment Policies
All test payments must be made in full, be dated within 90 days of the date of receipt at the RRC, have the correct numeric and written dollar amount, and have appropriate signature(s). Post-dated checks will not be accepted. Bank drafts, money orders, checks, and Eurochecks in US dollars must be drawn on a bank in the US. The bank name and its address should be preprinted on the face of the check. Checks in Canadian dollars must be drawn on a bank in Canada at the prevailing rate of the US dollar plus GST/HST and QST (if applicable).

By sending your check, be aware that you are authorizing ETS at its discretion to use the information on your check to make a one-time electronic debit from your account for the amount of your check; no additional amount will be added. If you do not have sufficient funds in your account, an additional service fee of $20.00 will be debited electronically from your account. NOTE: This process applies to domestic checks only (in USD).

If you do not submit the correct fee, your registration or request for service will be returned. Scores will not be released if a payment is returned for any reason.

Because of the conversion to the Euro and recent changes in banking policies, ETS can no longer accept payment in certain currencies. Payments at the prevailing rate of the U.S. dollar may be remitted in the following currencies only:

Payments made in the currencies listed above must be made at the Telegraphic Transfer Selling (TTS) exchange rate of the US dollar equivalent. Checks, money orders, or Eurochecks payable in these currencies must be drawn on a bank in the same country as the currency. For example, a check written in Australian dollars must be drawn on a bank in Australia.

Refunds, if necessary, will be made in US dollars. Services may be withheld for nonpayment of fees.

If you are located in one of the countries affected, you must submit payment in U.S. dollars, by credit card, or by using one of the acceptable currencies. Payments submitted in the currencies listed above will not be accepted and will be returned to you.

REGISTRATION

Schedule an appointment to take the computer-based TOEFL test by using one of the methods described below.

Candidates can register online using a valid credit card (Visa, MasterCard, or American Express).

Use a Credit Card and Call
1-800-GO-TOEFL (1-800-468-6335) if you plan to test in the United States, Canada, or U.S. Territories*
1-443-751-4862 if you live outside the U.S. and want to test at a center in the United States.
The Regional Registration Center (RRC) for the country in which you plan to test (if you plan to test outside the United States, Canada, or U.S. Territories*). You must call at least three days before you would like to test.

To schedule by phone, you will need a valid credit card: VISA, MasterCard or American Express. You will be given an appointment confirmation number. Be sure to write it down. You will also get a test date, reporting time, and test center address when you call. Look at the International Test Scheduling Form for the information you will be asked when you call.

Complete a CBT Voucher Request Form
If you do not have a credit card or you do not want to give your credit card number over the telephone:

Fill in all the information on the CBT Voucher Request Form or use the form in the center of the Bulletin.
Include credit card information (see preferred forms of payment), or a check or money order payable to ETS-TOEFL
Mail the form and payment to:

In two to four weeks, you will receive a voucher. Call one of the appointment scheduling telephone numbers above and use the 16-digit voucher number to schedule an appointment. Do NOT call before you receive your voucher. Vouchers are valid for one year from date of issue. If you do not receive your CBT voucher, or if you have lost it, call 1-609-771-7100.

Complete an International Test Scheduling Form
If you are testing outside the United States, Canada, or U.S. Territories* and you do not want to schedule an appointment over the telephone

Fill in all the information on the International Test Scheduling Form. Be sure to indicate two test center choices.
Include credit card information (VISA, MasterCard, or American Express, or CBT Voucher) or a money order or check made payable to ETS-TOEFL (see preferred forms of payment).
ETS now accepts payments via the Western Union® Quick PaySM service for computer-based testing administrations. Only original receipts will be accepted by Prometric.

When completing the payment services or blue form, please use the following codes under the "Pay To" section:

Mail or fax the completed form to the RRC for your area. The form must be received at least three weeks prior to your first choice test date.
An appointment confirmation number, test date, reporting time, test center location, and instructions about identification documents you must take to the center will be faxed, mailed, or emailed to you. If you do not receive an appointment confirmation, call the RRC three business days prior to your first choice test date to confirm your appointment status. If you miss your appointment, you will forfeit your test fee.

You will be assigned a test date, time, and location based on the information you provide. If no appointments are available you will be assigned to a date as close as possible to your choices. If your assigned test date does not meet your needs, contact the RRC within 24 hours of receipt of the letter notifying you of your appointment.

Walk-In Scheduling
Available ONLY if you are testing in the United States, Canada, and U.S. Territories*

Go to a test center on the day you would like to test and see whether there are testing appointments available. You are NOT guaranteed an appointment. Unscheduled examinees are admitted on a first-come, first-serve basis.
Take your CBT Voucher, if you have one.
Be sure to take a valid passport or other acceptable form of identification.
Repeating the Test
TOEFL policy states that you may take the computer-based test only once per calendar month, even if you took the test and canceled your scores. If you test more than once in a calendar month, your new scores will NOT be reported and your test fee will not be refunded. Violation of this policy may result in additional action being taken.

Things to Remember
Make your appointment early; test centers fill up quickly.

Take the test as soon as possible to be sure your score report will be received by the college or university of your choice in time to be considered with your application.

The computer-based test is offered on a continuous basis at most test centers.We recommend that you make your appointment early since test centers fill up quickly.

We also recommend that you take the test as soon as possible to be sure your score report will be received by the college or university of your choice in time to be considered with your application.

IDENTIFICATION
General Information
Identification requirements for TOEFL test takers are strictly enforced. It is your responsibility to read the following instructions and understand the requirements. If you arrive at the test center without the required identification, the test center administrator will not admit you, you cannot test, and you will lose your test fee. You must contact the ETS Office of Testing Integrity before scheduling an appointment or registering for the test if you are

a refugee
an immigrant or registered resident alien
on active military service outside your own country and do not have a passport
unable to meet the specified identification requirements for any other reason

Test center personnel will check your identification before assigning you a seat at the test center. You will be asked to sign the test center log and fill in the time. The administrator will check your signature to verify that you are the person in your photo identification. The administrator will repeat this procedure before and after all breaks.

The TOEFL program will report scores only in the name shown on the official identification document that you present at the test center. Make sure to use that name when scheduling your appointment. If the name on your official identification does not match the name on your appointment record, you will not be permitted to test. Only misspellings of your name can be corrected at check-in - NAME CHANGES WILL NOT BE MADE. If your name has changed for any reason, including marriage, it will be your responsibility to resolve the difference with your selected institution(s).

If the passport or other acceptable official identification does not contain your signature, you must either sign the document or present an additional identification document from the secondary identification list below. The second document must contain a recent recognizable photo and your signature.

You may need to provide additional proof of identity if the test center administrator questions the identification documents that you present. If positive confirmation cannot be made, the test center administrator can refuse to admit you to the test center.

Admittance to the test center does NOT imply that your identification is acceptable or that the TOEFL program will report your scores. All reported cases of questionable identification are subject to review and approval by the ETS Office of Testing Integrity.
